Vernon K. Jacobs
At the time this report was first written (in 1992), Vernon K. Jacobs
was a partner and director of tax services for Heartland Management
Company, a fee only financial planning and investment firm that was
registered with the SEC as a registered investment advisor. Vernon is a
CPA and CLU and is licensed with the State of Kansas. He provides some
tax preparation and certain other tax services through his own public
accounting practice.
In addition, Vernon is a tax author and is the President of Offshore
Press, Inc., a family owned publishing company that publishes his tax
research reports, books and newsletters.
Vernon is a graduate of Wichita State University in Wichita, Kansas,
and was an auditor for four years with Deloitte, Haskins & Sells,
now a part of Deloitte, Touche. In 1966 he became the chief accountant
for a life insurance company and from 1972 through most of 1979, he
served as the V.P./Controller of the company.
In 1979, he resigned to work as the Editor of Tax Angles, one
of the largest consumer tax advisory newsletters in the country. In
1984, he left Tax Angles to focus on the
development and sale of his own tax planning computer software which
was published by Syntax Corporation. He became a partner of Heartland
Management Company in early 1991. The firm was disbanded in late 1993.
He is a member of the American Institute of Certified Public
Accountants, the International Tax Planning Association, the
International Trade Club of Kansas City and is an Associate Member of
the American Bar Association. He is currently serving on an AICPA task
force dealing with international tax issues.

N. Richard Fox
At the time this report was written Richard (Rick) Fox was the
Managing Director of Heartland Management Company, a fee only
investment advisory and financial planning firm in Overland Park,
Kansas. He is an economist, a venture capitalist, a registered
principal with the National Association of Securities Dealers and a
Certified Financial Plaanner.
He has served as a branch manager of a brokerage firm, as the director
of Financial Planning Services for the same firm and as the Director of
Financial Services for the firm. In that capacity, he was a V.P. and
member of the board. Rick has been a portfolio manager and has lectured
extensively on the subject of asset allocation and risk management for
investors, throughout the U.S. and in England.
He was a pioneer in the use of asset allocation systems which he
developed from studying the investment habits of the very wealthy
families that were clients of the firm.
Since this report was first written
in early 1992, Mr. Fox has retired.
